New Federal Recovery Initiative Announced

On January 29, the Trump–Vance administration issued an executive order aimed at coordinating the federal government’s response to the ongoing substance use and addiction crisis.

The order establishes the Great American Recovery Initiative, a new federal effort intended to better align prevention, treatment, recovery, and reentry strategies across agencies. According to information released through the executive order and a White House fact sheet, the Initiative will be chaired by U.S. Department of Health and Human Services Secretary Robert F. Kennedy Jr., alongside Senior Advisor for Addiction and Recovery Kathryn Burgum. Burgum is described as a longtime substance use and recovery advocate and former First Lady of North Dakota.

The Great American Recovery Initiative is designed to advise federal agencies on how to integrate programs related to drug prevention, early intervention, treatment, recovery support services, and reentry for individuals returning to their communities. The Initiative is also charged with consulting states, Tribal nations, local governments, community- and faith-based organizations, the private sector, and philanthropic partners.

For North Carolina, where communities continue to face high overdose rates, workforce shortages in behavioral health, and significant gaps in rural access to care, this Initiative could have important implications. Engagement with states and local organizations may shape how federal recovery priorities translate into on-the-ground support for prevention, harm reduction, treatment access, housing, and long-term recovery services.

At this time, the direct impacts or opportunities associated with the Initiative for Recovery Revolution — and for the individuals, families, and communities we serve across North Carolina — remain unclear. Recovery Revolution is actively reviewing the executive order and related materials and will share further analysis as more details emerge.

 

During a press conference held later in the day, Secretary Kennedy referenced more detailed announcements expected next week. We will continue to monitor developments closely and provide updates as additional information becomes available, particularly as it relates to recovery-focused organizations and community-based providers here in North Carolina.
